Appointing Authority

7. Appointment in Group A and Group B of Civil Services. – All appointments to Group-A and Group-B of Civil Services and Group-A posts shall be made by the Government:

Provided that the Government may, by a general or a special order and subject to such conditions as may be specified in such order, delegate the power to make such appointments to any other authority.

8. Appointments to other Services and Posts. – All appointments to Group-B, Group-C and Group-D posts shall be made by the authorities specified in that behalf by a general or special order of the Government.
